“Exemptions to the minimum requirements for new and redevelopment are provided in the Stormwater Management Manual for Western Washington. In addition to those exemptions, project sites , or portions of project sites , that potentially contribute stormwater to the city’s latest designated combined sewer system (as set forth in EMC 14.08.040(B) ) shall not be subject to this chapter.
