How the work runs

  1. Solicitation review and responsiveness check

  2. Prevailing wage bid with live L&I rates

    Labor is priced from current L&I prevailing wage rates pulled per trade and per county at bid time, not from carried-forward figures. The wage classification used in the bid is the one that will appear on the certified payroll, which is what prevents the classification disputes that surface months into a public works job.

  3. Award, bonding and preconstruction

    On award Kolmo files the Statement of Intent to Pay Prevailing Wages, puts bonds and certificates in place, and runs preconstruction with the agency project manager — submittals, schedule, site access, security requirements and any background-check or clearance process for crew working in occupied public facilities.
