Park facilities are used year-round and often cannot be closed outright. Work is phased so a site keeps functioning where possible, with the accessible route maintained through construction and public separation from the work zone treated as a safety requirement rather than a courtesy.

How the work runs

  1. Site and existing-grade survey

    Kolmo surveys the existing conditions before pricing — for trails and outdoor routes that means running slope, cross slope, surface condition and clear width along the whole route, not at sample points. Cross slope on existing grade is the constraint that most often drives the real scope, and it cannot be assumed from a drawing.

  2. Roster response or formal bid

    Work at or under the RCW 39.04.155 threshold is quoted through the agency's small works roster; larger contracts go through the formal bid process. Labor is priced from current L&I prevailing wage rates by trade and county, and bidder responsibility criteria are confirmed before pricing rather than after award.

  3. Permitting and agency preconstruction

    Kolmo files the required permits and runs preconstruction with the agency — submittals, schedule, site access and public safety planning. Where the site stays open to the public, separation, signage and maintenance of an accessible route through the works are agreed before mobilization.

  4. Construction with the site in public use

    Work is phased so the park or facility keeps functioning wherever that is possible, with the work zone secured and separated from public circulation and an accessible route maintained throughout. Progress is documented with dated photographs at each phase handover to the agency.

  5. Verification, closeout and affidavits

    Completed accessible routes are re-measured against the governing dimensions and documented with the as-built figures. Closeout includes the Affidavit of Wages Paid, final inspection sign-off, warranties and as-built information, since retainage release depends on that record being complete.
